Carry Permits Available From Our Courses

ALWAYS check each state’s laws before travel! Reciprocities and laws change without notice. We suggest using www.handgunlaw.us and www.usacarry.com as a guide and then verifying all information with each state’s Attorney General’s office prior to travel.

Alaska, Arizona and Vermont: Anyone age 21 and legally permitted to own a handgun may carry it concealed without a permit. In AZ, having a permit grants additional authority including immunity from possession of a firearm within 1,000 feet of a school, carry in non-prohibited restaurants that serve alcoholic beverages, etc.

Definitions:

Shall Issue: Permit will be issued if applicant meets standardized criteria; issuing authorities have extremely limited discretion.

May Issue: Permit issuance is subject to wide and often arbitrary discretion by issuing authorities.

Suggested Permits in order of preference/priority. Total possible from our courses for MN residents is up to 42-state carry authority. State names are highlighted when they are links to that state’s carry permit page. Links open in a new window/tab, close them to return here.

Utah: Shall Issue. If your home state offers a “shall issue” permit or honors Utah’s permit, you must have a resident permit to qualify for Utah permit issue/renewal. $65, apply by mail. You only need to take this class once! We provide all UT application materials in class. Five-year renewal is only $15, download application from our web site. This is the most widely-honored and economical permit. The Utah Permit includes most of the same states as the MN permit plus many more. This is your best value. The non-resident Utah permit is honored in the following 31 states: Alabama, Alaska, Arizona, Arkansas, Delaware, Georgia, Idaho, Indiana, Iowa, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin and Wyoming. If you are a Utah resident, the following 4 additional states will honor your Utah permit: Colorado, Florida, Michigan and New Hampshire.

Minnesota: Shall Issue. Sheriffs are allowed to charge up to $100 for new permits, up to $75 for renewals. Some Sheriffs charge less. MN application is available from our web site and at every Sheriff’s office. You must apply in person during business hours in your county of residence. If you are not a MN resident, you may apply at any MN Sheriff. We suggest Washington County (Stillwater, MN) as the least expensive and quickest application processing. 24 states honor the Minnesota Permit (Note: most overlap with Utah. States in BOLD are additional to Utah Permit coverage): Alaska, Arizona, Arkansas, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Mexico, Oklahoma, South Dakota, Tennessee, Utah, Vermont, Virginia, Wisconsin and Wyoming. Kansas and Michigan only honor resident permits. In combination with the Utah non-resident permit, the resident MN permit adds New Mexico, Kansas and Michigan and also serves a permit to purchase a handgun or ‘military-style assault weapon’. It could also eliminate questions/confusion if stopped by a police officer. If you are not a MN resident, it will only add New Mexico to your Utah recognition.

You are responsible to obtain materials to apply to the following states if you wish these optional permits. The Florida permit can offer authority similar to Utah. It is expensive and requires that a law enforcement officer take your fingerprints. We suggest that you not bother unless you travel to these states:

Florida, Maine and New Hampshire: Shall Issue. In combination with MN & UT, each adds these states only.

Arizona: Shall Issue. AZ honors all permits, but in combination with MN & UT, adds Nevada.

Rhode Island: Shall Issue/May Issue (unclear). In combination with MN & UT, it will add Rhode Island and Nevada.

Connecticut, Maryland and Massachusetts: May Issue. In combination with MN & UT, each adds these states only.

Our Multi-State Permit to Carry a Firearm Course may meet the published statutory training requirements for permits from the following states. Residency is a requirement for most of these states. Please check with issuing authorities: Alabama, Alaska, Arkansas , California, Colorado, Georgia, Idaho, Indiana, Mississippi, Montana, Pennsylvania, South Dakota,  Virginia, Washington, West Virginia, Wisconsin & Wyoming.

Pending States:

Delaware, and Illinois are attempting to pass shall-issue legislation. We are unaware whether our courses will qualify applicants or what reciprocities might be available.

Law Enforcement Officers currently employed and licensed to carry a firearm by their agency (incl. some US Military LEOs) are authorized by the LEOSA to carry a firearm on or off-duty in all fifty states with current LEO identification.

Retired LEOs: Retired Law Enforcement Officers who meet the LEOSA requirements may carry firearms in all 50 states. This includes some U.S. Military LEOs with certain qualifications. If you are a retired LEO now residing in Minnesota and your department will not certify you, we can certify you for fifty-state carry, including states that prohibit citizens.

Disclaimer: Each state has differing requirements regarding residency, training, disqualifying personal history, possession of permits from other states, minimum age and other criteria. We attempt to keep our curriculum and this listing up-to-date, but the requirements of each state and the discretionary authority of various issuing agencies may change without prior notice. Some issuing authorities have discretion regarding qualifying criteria and these are not always consistent within a state. We have also noticed that some issuing authorities either fail to recognize or choose to disregard the published statutes in their own state. While we do not suggest that incompetence, political agendas and/or abuse of authority might be at work, the possibility cannot be ignored. As was demonstrated in New Orleans following Hurricane Katrina, some authorities believe that U.S. citizens are under their control and the U.S. Constitution is simply an inconvenience they must dodge from time to time. We cannot make any guarantees regarding processes over which we have no control.
